April 20, 2011: PhD position in Water Governance at the University of Montreal

PhD Position in Human Geography

Department of Geography, University of Montreal , Canada

Foci: governance, municipal services, water supply

Remuneration:

Stipend: $15 000 per year for 3 years

Remuneration is based on standard PhD scholarship rates at the University of Montreal and may be complemented via application for provincial or federal research support, and teaching or research assistantships.

Dates:

The deadline for applications is May 20, 2011. It is hoped that the candidate will begin in the summer of 2011.

Introduction:

The University de Montreal has been ranked among the top three-francophone universities in the world and among Canada 's top five research universities. The Department of Geography promotes interdisciplinary research with international collaborations across the Americas as well as parts of Asia, Africa and Europe .

About the project:

This studentship represents an exciting opportunity to become involved in a project focused on emerging trends in water governance at the municipal scale with implications for addressing persistent challenges to water provision in rural and low-income areas.

The lack of success of private sector participation (PSP) in water supply has led decision-makers and donor agencies to seek new solutions, while endeavouring to retain much of the commercial management criteriaassociated with PSP. As such, the public limited corporation (an entity incorporated as a private company with government, usually municipal, as the sole shareholder) has gained attention as a politically palatable alternative to PSP (Braadbaart et al. 1999). Yet, little empirical research has been done on the model and it remains poorly conceptualized.

The PhD studentship will concentrate on the performance of the PLC for water supply under different governance and regulatory regimes. The successful candidate will be supervised by Dr. Kathryn Furlong, Assistant Professor in Geography.

Candidate eligibility:

Preference will be given to candidates with a Master's degree of high standing (minimum A average) in a relevant subject area such as geography, environment, politics or a related discipline.

Other preferred skills and experiences:

  • Understanding of issues related to the provision of municipal services.

  • Training or experience insocial science research methodologies.

  • Evidence of strong communication, problem solving andtime management skills.

  • Ability to study and work in both French and English.

How to apply:

Interested candidates should apply by sending a cover letter, CV, transcripts and a writing sample to Dr. Kathryn Furlong by email (kathryn.furlong@umontreal.ca) or by fax (+1-514-343-8008).
