Dynamics of Planning Cultures and the Territorial Development of Deltas: A Cross-Cultural Comparative Study on the Implications of Local Planning Cultures on the Transformations of Delta Metropolitan Regions

PhD Abstract

Planning cultures are considered as being dynamic and refer to both formal and informal ways of managing territory. Through institutional arrangements, planning cultures have evolved over time, influenced by changing natural conditions, evolving cultural contexts and policy transfer. The study seeks to understand dynamic territorial development processes of delta metropolitan regions, focusing on relationships between planning cultures, institutional transformations and their impacts on planning practices in the field of flood risk management. The study aims to contribute to a better understanding and integration of local cultures as an organising principle into the planning arena. This may lead to more coherence between planning policies and practices for development of urbanised delta regions in the rapidly changing conditions.
Aiming at a better understanding on what are the impacts of planning cultures on institutional transformation processes and how do specific planning cultures influence the territorial management of urbanised delta regions, five issues are to be investigated. They are:
• What are the characteristics and the underpinning factors of local planning cultures in each case study?
• How and why were institutional transformations initiated in the past development of each case study?
• Did institutional transformations lead to a real change in planning cultures and why?
• Do the two case studies respond differently to the analysed changing conditions and why?
• What do differences and similarities of planning cultures imply to territorial management of delta metropolitan regions, regarding opportunities for enhancing sustainable development?
